OKAA was formed in April 2001 by a group of producers seeking to share insights and create positive change in the aggregates industry. Through a variety of education and outreach initiatives, OKAA has since become a leading advocate for aggregate innovation and sustainability.

As communities grow and the need for aggregates increases, promoting awareness of the industry’s goals is more important than ever.

As industry experts, the OKAA team understands the vital role aggregates play in building our roads, forming the foundation of our homes and workplaces, growing our cities, and creating infrastructure that we use and depend on every day.

By supporting the aggregates industry, we hope to promote the positive impact of aggregates and the industry’s commitment to sustainability and environmentally responsible practices.

Meet Our Executive Director

Devery Youngblood

Devery Youngblood has been the Executive Director of the Oklahoma Aggregates Association since 2019. He brings to that position expertise in economic growth, infrastructure development, and politics from career positions with The Chickasaw Nation, the U.S. House of Representatives, and as a leader in one of America’s most innovative and successful downtown revitalization efforts – Oklahoma City’s MAPS program.

Under the leadership of the OKAA Board of Directors and Devery, OKAA has dramatically grown the outreach and impact of the organization. Their dynamic working relationship has:

  • Defeated bills at the Oklahoma legislature that would have made permitting take longer and cost more;
  • Stopped legislation that would have empowered extremist groups to interfere, slow, or even stop mining;
  • Beaten multiple efforts to impose a damaging tax on aggregates;
  • Led efforts to collaborate with legal professionals to inoculate the industry against those seeking to disrupt if not end mining in Oklahoma;

Any of these attacks would have raised the cost and slowed the progress of critical infrastructure in Oklahoma. 
Devery also leads efforts to help streamline regulation to be more transparent and predictable and advocate for a world-class transportation and infrastructure system.

Devery has a bachelor’s degree in Organizational Leadership from Southern Nazarene University and a Master of Public Administration from the University of Central Oklahoma.

Devery is a Life Member of the Urban League of Greater OKC and an active Member for over 25 years of St. Luke’s Methodist Church and Rotary.

Devery is married to Karen Youngblood, and they enjoy an active life with kids and grandkids, friends, and travel.

Branding & Outreach

This committee is responsible for developing and promoting the public face of Oklahoma’s aggregates industry. This is done through education and advocacy on social media platforms Facebook, LinkedIn, and X as well as through this website. This committee develops and ensures the OKAA brand is distinct, consistent, and memorable.

Branding & Outreach is also on the lookout for ways our industry and companies can interact with the communities in which we operate. This committee seeks innovative ways to connect the producers who mine the rock, sand, and gravel that begins all infrastructure with the many vendors of goods and services that make that mining possible.

Membership & Revenue

This committee actively promotes OKAA membership to producers, suppliers, and allied companies. Further, the Membership & Revenue committee seeks opportunities to create camaraderie and networking within our industry through special events like the OKAA Golf Tournament and OKAA Sporting Clays event.

Government Affairs

This committee assists OKAA membership in understanding legislation that either directly or indirectly impacts our industry and individual company operations.​ Working closely with the Board of Directors and Executive Director, OKAA opposes negative bills and supports productive legislation that would have a positive impact on the success of our members and the health and safety of our workers.

While OKAA Government Affairs works extensively with the Oklahoma legislature, we do not hesitate to engage with elected officials on the municipal, county, state, tribal, and federal levels to stand up for the best interests of Oklahoma’s aggregates industry.

Environmental & Regulatory Affairs

This committee brings together member companies to find ways to solve issues, streamline processes, and increase communication with the primary agencies that regulate Oklahoma’s aggregates industry. Environmental and Regulatory Affairs works to create transparent, highly professional interactions with the Oklahoma Department of Mines (ODM), Oklahoma Department of Environmental Quality (DEQ), and Oklahoma Water Resources Board (OWRB), among others in the state, while working closely with the National Sand, Stone, and Gravel Association (NSSGA) on issues related to federal regulators.
